ORDER

Upon consideration of appellees' motion for summary affirmanceand the opposition thereto, the motion for stay pending appeal, and the motion for transcripts, it is

ORDERED that the motion for stay be denied. Appellant has not satisfied the stringent standards required for a stay pending court review. See Washngton Metropolitan Area Transit Commission v. Holiday Tours, Inc., 559 F.2d 841, 843 (D.C. Cir. 1977); D.C. Circuit Handbook of Practice and Internal Procedures 68-69 (1941).

FURTHER ORDERED that this appeal be held in abeyance pending the court's en banc decision in Crawford-El v. Britton, No. 94-7203 (scheduled for oral argument on March 20, 1996). The parties are directed to file motions to govern further proceedings within 30 days of this court's decision in No. 94-7203. It is

FURTHER ORDERED that consideration of the motion for transcripts be deferred pending further order of the court.
