JOINT RESOLUTION

Proposing an amendment to the Constitution of the United States of America relating to the foundation of Peace on Earth, through the elimination of nuclear weapons as a first step to further the Common Welfare, insure Life, Liberty, the Pursuit of Happiness, and to establish Domestic Tranquility for all peoples, as well as to safeguard the continued existence of humanity.

Recognizing that what truly guarantees equal security in our age of potential technological genocide is the lowest possible, rather than the highest possible, level of military balance from which nuclear and other kinds of weapons of mass destruction must be fully excluded.

This problem, common to all humankind, can be solved world-wide only through joint international efforts in renouncing the overthrow of established governments through force and violence. To ensure the highest possible efficiency of the peacemaking mechanism it is necessary to abandon thought and action based on the acceptability and permissibility of wars and armed conflict. In place of the traditional tactics of violent social dominance it is essential to activate and expand the existing systems of negotiation in pursuit of conflict resolution by reason, understanding, and communication.

RESOLVED by the United States Senate and the U.S. House of Representatives of these 50 United States of America in Congress assembled (two-thirds of each House concurring therein), that the following article is hereby proposed as the 27th Amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States:

The United States government, and all its agencies, shall: disable and dismantle all nuclear warheads by the year 2000 and not replace them with any weapons of mass destruction at any time; enter into a vigorous good faith effort to eliminate war, armed conflict, and all military operations from the Earth, and its environs; join with the Soviet Union and aggressively promote policies intended to induce all nations to join us in these commitments for world peace; and use previous annual levels of military and weapons program resources to convert all weapons industry employees, processes, plants, programs, and complexes smoothly into constructive peacetime industries during the three years following the ratification of this Amendment.
