THIRD DECLARATION OF WILLIAM THOMAS

I, William Thomas, plaintiff pro se in the above entitled action, hereby declare under penalty of perjury that the following is accurate to the best of my knowledge, and understanding:

1. I was quoted by the Circuit Court for the District of Columbia as having testified that my:

"'main, practical purpose is a symbolic purpose to my being [in the park], but practically my purpose is that I can be available at all times for clarification of actual reality'. [Tr. 252]" United States v. Thomas , 864 F.2d at 192.

2. In reading this statement it occurred to me that the redundancy of "purpose" and "practical(ly)" might be confusing.

3. The purpose of my symbolic presence in the park is "practical" in that it is a method of communication.

4. I am driven to communicate because the goal of my life is to be a faithful servant to the Creator, and I believe that the greatest service I can perform for the Creator is to devote my life to the establishment of peace on earth.

5. Intergal to my belief in a Creator is "actual (or "elemental" see attachment 1 hereto) reality." Briefly "actual reality is the idea that reality exists independantly of my own mind. It follows that if one does not believe in a reality seperate from one's own thoughts then one's thoughts would be creating "every-thing," and one would become the "creator."

6. Acording to my beliefs, "actual reality" was created for humanity to share, with, of course, the other animals.

7. I sincerely believe that the establishment of peace on earth cannot be realized until individuals are able to agree on the nature of "actual reality."

8. I further believe that disagreements as to the nature of "actual reality" stem from individual misperceptions of reality.

9. Experience leads me to believe that the best, if not the only method of clarifying "actual reality" is through honest and open dialogue. By this means one is able to weigh their own perception of reality against the perceptions of others. By remaining honest and open in comparing their perceptions of reality, on the principles similar to those of triangulation, by which navigators determine a positions by fixing on two other positions, I believe that individuals can draw closer to common under-standing of "actual reality."

10. Assuming that peace comes through understanding and that understanding comes through "clarification of actual reality," logically, I perceive, it is self-evident that in order to fully devote oneself to peace one must be fully committed to the clarification of actual reality.
