The enclosed affidavits of indigency for Concepcion Picciotto
and Ellen Thomas were hand delivered to this office on April 1,
1993, and are herewith returned for the following reason: An application
for an extension of time was submitted in your name only on October
13, 1992, and was granted on October 14, 1992, extending the time
for you to file your petition to and including November 20, 1992.
Therefore, since the application was submitted in no other name
other than your own, the additional individuals cannot be added
as parties to the petition at this time.
Had the names of Concepcion Picciotto and Ellen Thomas
been listed on the application for an extension of time, they
could now be considered as parties to your case.
