ORDER
Upon consideration of the Plaintiffs' Complaint for
Declaratory and Injunctive Relief and an Application for an
Expedited Temporary Restraining Order ("TRO") and Petition for
Preliminary Injunction, the applicable law, the oral arguments of
counsel, the entire record herein, and for all of the reasons
articulated in this Court's Memorandum Opinion issued of
even date herewith, the Court has determined that the Plaintiffs'
application for a TRO shall be denied, and their Complaint shall
be dismissed as it shall be moot by its terms as of September 12,
1994.
Accordingly, it is, by the Court, this 9th day of
September,1994,
ORDERED that the Plaintiffs' Application for an Expedited
Temporary Restraining Order and Petition for Preliminary
Injunction shall be, and hereby is, DENIED; and it is
FURTHER ORDERED that the Plaintiffs' Complaint for
Declaratory and Injunctive Relief shall be, and hereby is,
DISMISSED from the

dockets of this Court, as it shall be, and hereby is, declared
MOOT as of September 12, 1994, thereby necessitating no further
action by the Court in view of the prayers for relief as set
forth in the Complaint in this case.
