HEY, IT'S CONSTITUTIONALLY PROTECTED!!

Judge Justice, who happened to be the center of a 60 Minutes piece on "liberal judges," ruled that a Forest Service regulation requiring permits for more than 25 people had been promulgated in violation of the Administrative Procedures Act, he also expressed an opinion that the regulation was unconstitutional. So the Forest Service went back to the drawing board and created the present regulation.
