DECLARATION OF WILLIAM THOMAS
REGARDING DECEMBER 23, 1986
I, William Thomas, plaintiff pro se in the above entitled
action, hereby declare under penalty of perjury that the following
is true and correct to the best of my knowledge:
1. On December 23, 1986 I arrived in Lafayette Park at
approximately 0100hrs.
2. I lay down in a sleeping bag, next to my wife Ellen
Thomas, who was in a separate sleeping bag.
3. On at least five separate occasions between that time and
0530hrs. Park Police Officer Covington inquired as to whether Ellen
and I were awake.
4. At approximately 0530hrs a Park Police cruiser arrived at
the south side of Lafayette Park, and, as Officer Covington entered
the cruiser, I heard him say: "We have total compliance.
Everybody is awake."
