DECLARATION OF ROBERT DORROUGH RE
MARCH 28, 1987
I, Robert Dorrough, declare under penalty of perjury that the
following is accurate and correct to the best of my knowledge:
1. On March 28, 1987, at approximately 6:00 AM U.S Park Police
officer Dowd came by the demonstration sites at the south side of
Lafayette Park, pulled a sheet of plastic I had covering me against
the rain and shouted down at me: "You are in violation of the
camping regulation. You will not be given a citation. This is a
verbal warning."
2. He repeated the procedure with several
other demonstrators in the area.
3. When he walked past me again I asked if he thought it
would continue to rain all day. He said that the weather was
supposed to be miserable all day. I then asked him what time it
was and he said a little before 6:00 AM.
4. At about 7:30 AM officer Dowd came by again, tugging on
my plastic. I said: "Wait a second, don't get me wet." Because
it was still raining. He then moved along to the other
demonstrators. I over-heard a conversation in which he stated to
Willaim Thomas that he believed Thomas had been in violation of the
camping regulation because Thomas had not responded to the police
radio.
5. At the same time Maureen Vaughn, NPS Ranger, came by
handing out DOI documents entitled "Permit Conditions." She was
asked if she felt that we were in violation of any of the
conditions. She said that she wasn't there to confront us about
them.
