Dear Mrs. Connolly:

On April 9, 1990 I received your reply to my letter of March 13, 1990 in which I commented on the deterioration of communications between the Forest Service and the Rainbow Legaliaison.

I can only guess what -- in "the tone of (my) letter" -- might have led you to "infer that (I) believe (I) have not received information that others in the Rainbow Legaliaison have." Without guessing, let me just say that your inference was entirely incorrect.

Unless I am mistaken on March 2, 1990 you caused to be published in the Federal Register a notice that copies of the materials which you had sent to OMB where available to interested parties through Lawrence Roberson at the Department of Agriculture.

Yes indeed, I believe that you did speak by telephone with Jim Johnson -- on March 6, 1990, to be precise. I certainly do not object to your speaking to Mr. Johnson, or anyone else. What I would object to is your misleading Mr. Johnson, or anyone else.

Specifically, my comments on deteriorating communications regarded my inability to fathom how you might have been acting in good faith to keep (not me but) the Rainbow Legaliaison informed -- as per our agreement with Mr. Dale Robertson -- while failing to mention to Mr. Johnson that the very information he requested on March 6, 1990 had been publicly available since March 2, 1990.

In the future if you are more forthcoming in supplying appropriate information to the Rainbow Legaliaison I will have no grounds for further complaints of this nature.
