Dear Sir or Madam,

This is a request for information made pursuant to the Freedom of Information Act.

I hereby request a copy of the National Forest Service's draft of a rulemaking proposal which would amend Title 36 C.F.R. Section 251 and/or 261 concerning public gatherings, assemblies or meetings in the National Forests. It is my understanding that this rulemaking was forwarded to OMB at the beginning of this week or the end of last week.

This information will be used solely for educational purposes. Disclosure of the requested document will contribute significantly to public understanding of the operations and activities of the government. Subsequently a waiver of fees would probably be appropriate.

I am anxious to have this information as soon as possible, and do not want consideration of a fee waiver to delay transmission of the requested draft. I don't expect that this document will exceed fifty pages in length. However, my financial resources are limited, therefore please obtain approval from me before incurring any expenses in excess of $10.00.

I would appreciate a response within the 10 working days proscribed by law. I would really appreciate it if you'd just stick a copy of the draft in an envelope today, and leave word at the above telephone number as to where it can be picked up by a messenger.
