Dear Mr. Robertson,
Greetings and harmonious wishes.
Going back to the meeting of August 11, 1988, when you, Bill
Rice, and several other members of your office met with
representatives of the Rainbow Family Legaliaison, I see my notes
reflect your agreements to an "attitude of positive cooperation"
in the development of Forest Service regulations concerning group
gatherings in public forests, and that you agreed to provide us
with draft copies of any proposed rulemaking prior to publication
in the Federal Register.
Now, Marian Connolly and Dina Apple of your solicitor's office
tell me, another draft has, somehow, evaded President Bush's
regulatory moratorium and made its way to the Office of
Management and Budget for preliminary approval.
Ms. Connolly claims that she is prohibited by law from providing
us with a copy of the draft. Which doesn't appear to be very
cooperative.
I request a copy of this draft as soon as possible, and will send
a messenger to pick it up. Or I would like to know why your
agency has changed its mind about acting with an attitude of
positive cooperation.
I would also like to know on what grounds this regulation was
granted exemption from the President's regulatory moratorium.
