Dear Secretary Madigan,

It is my understanding that the National Forest Service has recently won an exemption from the regulatory moratorium which President Bush declared in August, 1992, and has sent the draft of a rulemaking proposal which would amend 36 C.F.R. 2.51 and/or 2.61 to place restrictions on the right of groups to assemble on National Forest Service ("public") lands.

I am interested to know on what grounds exemption from the President's regulatory moratorium was granted.
